QA experts discuss quality assurance for online and distance learning in SHARE webinar

Mr. Johnson Ong Chee Bin, a member of the AUN-QA Technical Team and an AUN-QA Expert, was invited to speak at the SHARE Policy Dialogue Webinar Series on “Looking Ahead to an ASEAN Higher Education Space” hosted by the European Union Support to the Higher Education in the ASEAN Region (SHARE) Programme which was held between 10 June and 25 June 2020. Mr. Johnson spoke in the session for “Quality Standards for Online and Distance Higher Education”. The webinar was moderated by Dr. Hazman Shah Abdullah, former Deputy CEO for Quality Assurance at the Malaysian Qualifications Agency (MQA) and Technical Adviser to the ASEAN Quality Assurance Network (AQAN). The other 2 speakers were:

  • Dra. Esther Huertas Hidalgo, Head of Quality Assessment Department at AQU Catalunya, the Catalan University Quality Assurance Agency, Spain
  • Ricardo Palo, Executive Director of the Philippine Accrediting Association of Schools, Colleges and Universities, the Philippines

Dra. Esther explained the European Standards and Guidelines (ESG) from the online perspective. She also shared some ideas from the e-assessment that she was involved in a project called TeSLA (http://tesla-project.eu/) which has published a document “Framework for the quality assurance of e-assessment”.

Mr. Ricardo spoke about the impact of COVID-19 pandemic on higher education in the Philippines. He shared his insights on the paradigm shift towards the new normal in quality assurance in universities and accreditation agencies.

Mr. Johnson shared the quality assurance framework for online learning and teaching in the context of the AUN-QA framework. The framework provides guidance of implementing online higher education without compromising the quality of teaching and learning. The framework encompasses learning design, technology and infrastructure and support services. Quality indicators for each of the key elements in the framework are introduced to measure and monitor the quality of online higher education. The framework and the quality indicators are listed below:
